site.btaLv 2.2 Bln Earmarked for Energy Renovation of Residential and Public Buildings until 2027

Some 2.2 billion leva will be invested in the energy renovation of residential and public buildings until 2027. The money is coming from two sources: the National Recovery and Resilience Plan and the Regional Development Programme, Deputy Regional Development and Public Works Minister Stefan Asparuhov told a conference mottoed: "Towards Energy Efficient and Climate Neutral Buildings," Aparuhov's ministry reported on Thursday.

The total budget for improving the energy efficiency of buildings includes 370 million leva for energy renovation of public buildings under the National Recovery and Resilience Plan. Another 235 million leva will be used for buildings in the sectors of industry, trade and services.

The energy renovation of residential buildings will absorb 1.2 billion leva. The money will be used to provide financial, organizational and technical support for the energy renovation of multi-household residential buildings.

The Regional Development Programme 2021-2027 will also fund measures for improving the energy efficiency and renovating residential and public buildings. The measures will use 356 million leva of financial resources. The money will be available for buildings in the 50 largest urban municipalities. The energy efficiency measures to be carried out will include structural reinforcement, heating and air conditioning, integrated installations for renewable energy on the spot, energy storage equipment, electric vehicle charging equipment, and digitization of buildings, among other activities.

Deputy Minister Asparuhov explained that there are plans to set up one-stop-shop units as part of the housing policy reform and the effort to facilitate the implementation of projects for energy renovation of buildings. The idea is that all NUTS 3 level regions or the corresponding administrative regions should have specialized one-stop-shop units, where designers, consultants, building owners and businesses will receive necessary information.

To facilitate and improve the efficiency of investments in the energy efficiency of multi-household residential buildings, the Ministry of Regional Development and Public Works is preparing amendments to the Condominium Property Management Act, Asparuhov said. The draft amendments are aimed to make it easier for owners to take decisions about the energy renovation of their homes while also regulate and promote the professional management of condominium property.
