The Bulgarian Parliament Friday passed conclusively the 2022 State Budget Bill after four days of debates.
The maximum amount of the new government debt set for this year is 7.3 billion leva, the MPs concurred. The government debt may not exceed 35.5 billion leva by the end of 2022.
The amount of the state subsidy for political parties remains 8 leva per verified vote for this year.
From April 1 this year, the basic salary for the lowest position for a civil servant will be increased from 650 to 710 leva, the MPs decided.
Also from April 1, the income criterion for receiving family benefits for children increases and it will be 610 leva for receiving the full amount of assistance, and from 510 to 610 leva for receiving 80 per cent of it. Child benefits are also increased, and for one child the amount increases from 40 to 50 leva, for two - from 90 to 110 leva, and for three children it will be 135 leva.
Parliament approved the budgets of the Bulgarian National Television (BNT), the Bulgarian National Radio (BNR) and the Bulgarian News Agency (BTA). BNT was allocated 80,553,000 leva, one million leva less than proposed on first reading. BNR got 55,723,000 leva. BTA's budget was set at 10,133,000 leva.
The Council for Electronic Media will have a budget of 2,533,000 leva, made up of 1.2 million leva in proceeds and donations and 1.33 million leva in transfers from the State budget. Staff costs were set at 1,833,000 leva.
On Thursday, the debate on the 2022 State Budget Bill continued until 5:20 am on Friday. At 1 am Parliament Chairman Nikola Minchev decided that the debate on provisions would continue without voting due to lack of a quorum.
Late on Thursday, the MPs approved the budget of the Administration of the President, setting it at 9.5 million leva.
The appropriation for the Council of Ministers totals 383.4 million leva, including 166.2 million leva for staff expenditures, 89.8 million leva in subsidies for Bulgarian Posts, and 13.5 million leva in capital expenditures. The Council of Ministers' proceeds are set at 135.4 million leva in stamp duty, proceeds from property, fines and penalty interest charges.
The government subsidy for the registered religions is 38.8 million leva, including 31 million leva for the Bulgarian Orthodox Church, of which 600,000 leva for Rila monastery and 200,000 leva each for Troyan and Bachkovo monasteries. The appropriation for the Muslim religion is 5.8 million leva.
The expenditures of the Bulgarian National Audit Office were set at 23.5 million leva and transfers are projected at 22.3 million leva. The Constitutional Court got 5.5 million leva.
The Defence Ministry's proceeds, grants and donations are projected at 44 million leva. Spending was set at 1,882,425,800 leva, including 1,588,392,400 leva in current expenditures, of which 1,223,382,300 leva in staff costs. Subsidies and other transfers are projected at 3,610,000 leva. Also, 294,033,400 leva were allocated for the acquisition of fixed assets and overhauls, including a multi-role patrol ship for the Navy for 187,000,000 leva.
The following appropriations were also made: 1,788,247,000 leva for defence capabilities policy and 94,178,800 leva for Allied and international security policy.
The Interior Ministry's proceeds, grants and donations are projected at 222 million leva. Expenditures were set at 2,060,180 leva, including 2,030,395 leva in current costs, of which 1,815,981 000 leva in staff costs. Capital expenditures were set at 29,785,000 leva and spending on fixed assets and overhauls are projected at 29,785, 000 leva.
