A number of administrative obstacles set back investors who want to build photovoltaic stations, warns the Solar Academy Bulgaria Association. The organization says that more businesses and individuals reach out because they have difficulties with such projects.
Bulgaria cannot use the full potential of photovoltaic stations because changes to the legislation are needed and processes should be aligned, said Vesselin Todorov, chairman of the Solar Academy Bulgaria Association.
What delays processes and blocks the construction of photovoltaic stations is a requirement for a construction permit from the local authorities. According to experts it is key to make changes to the Spatial Development Act which will significantly reduce the administrative burden. They call for clear and strict rules for the construction and commissioning of photovoltaic stations and parks and ending a vicious practice for architects to interpret the legislation subjectively. The current authorization requirement should be replaced by notifications.
The local authorities should streamline their activities. Investors complain that they have no access to information and that opinions and documents are delayed. A common problem is that projects have been rejected without stating any oversights and errors in them, the Association adds.
