The Justice Ministry is moving towards full digitization of the property register. This will be done through the creation of electronic real estate batches and electronic batch files with the recorded deeds and attached documents. For this purpose the Ministry has drafted amendments to the Cadastre and Property Register Act and published them for public consultation.

In 2000, a legislative reform of the system of registration was envisaged by switching from a personal to a real system of registration (not by person, but by property). The reform also envisaged that the property register would be kept not only on paper but also in parallel in electronic form. More than twenty years later, this has not been implemented in practice: entries continue to be made under the personal system only on paper, according to the explanatory memorandum to the amendments.

The proposed draft law regulates the property register as a common electronic database containing the electronic real estate batches and the electronic batch deeds with the recorded deeds and the documents attached to them. It regulates the identity between the content of the paper batch and the electronic batch, respectively the content of the paper and electronic batch file, and defines the power of the registry offices to enter information in the electronic real estate batches and electronic batch files of the registered deeds with the documents attached to them.
