site.btaPublic Financial Inspection Agency Concludes 91 Inspections in Q3 of 2022

The Public Financial Inspection Agency (PFIA) concluded 91 financial inspections between July 1 and September 30 this year, the PFIA said on Tuesday. A total of 146 public procurement procedures were checks worth a total of BGN 3,012,951,171, and 363 contracts amounting to BGN 512,382,411.

The inspections established 336 violations and issued 234 statements of administrative violation. Twenty-four public procurement procedures worth BGN 19,677,443 were found to have not been conducted or to have been unfounded.

Resources amounting to BGN 929,139 were found to have been spent outside of the targets set; BGN 736,981 of this money was restored in the budget during the inspections. Damage worth BGN 362,415 was established, of which BGN 237,144 was restored.

The PFIA established 72 fraud indicators under the Public Financial Inspection Act's supplementary provisions.

During the third quarter of 2022, the biggest share (58%) of financial inspections were conducted in municipalities, followed by other state and municipal budget distributors (24%), companies with state or public capital participation (16%), and ministries (2%). Most often violations were established under the Public Procurement Act, the Financial Management and Control in the Public Sector Act, the Accountancy Act, the Public Finances Act, and statutory instruments of secondary legislation.
