site.btaParliament Resolves Conclusively that Household Power Consumers Stay on Regulated Market by December 31, 2025
In a 172-0, with 22 abstentions, Parliament Tuesday resolved whereby household consumers of power stay on the regulated electricity market until December 31, 2025.
The motion was submitted by GERB-UDF.
The resolution tasks the Council of Ministers to undertake the necessary steps to ensure that the full liberalization of the electricity market for end household consumers will take place after January 1, 2026.
Zhecho Stankov, MP of GERB-UDF, defended the motion, noting that "the aim is to postpone as much as possible the deadline and in the meantime, find solutions". First and foremost, a definition of energy poverty needs to be formulated, to determine the groups to which energy efficiency measures will be targeted, Stankov said.
Ramadan Atalay, MP of the Movement for Rights and Freedoms, took a similar stand, saying that the system is not ready whereby household consumers could leave the regulated market because at least the energy poor households should have been determined.
Radoslav Ribarski, MP of Continue the Change, said that the resolution reconfirms the policy for gradual transition to the free power market of end consumers of electricity. Ribarski said also that the liberalization should open the market for more participants and foster a competitive environment.
The parliamentary group of the BSP for Bulgaria too supported the motions, with MPs noting that it coincided with their election pledges.
Iskra Mihailova, MP of Vazrazhdane, said the party does not accept the motion as it "only postpones something that is inevitable". Vazrazhdane will submit a draft motion to cancel altogether the plans for household consumers going on the free market.
Bulgarian Rise does not see the point of the resolution. Bulgarian Rise MP Georgi Samandov said that what is being discussed at the moment "sounds like preparations for new elections, instead of finding solutions to the problems of the people".
