Voting 164-1 with 4 abstentions, Bulgaria's Parliament approved an early-November resolution, which instructed the Council of Ministers to adopt a programme for providing compensations to non-household consumers of electricity. A text by Vladislav Panev of Democratic Bulgaria on the conditions for obtaining compensation was dropped because, according to Dragomir Stoynev of the Bulgarian Socialist Party, the conditions were "cumulative" and "unattainable".
"We adopted a revision that will not have additional requirements for consumers who are connected to the high-voltage grid to receive the compensation of BGN 200," chair of the standing parliamentary Committee on Energy Delian Dobrev of GERB-UDF told BTA. The initially adopted proposal contained a number of Panev's suggestions, which proved to be impossible for any large enterprise. All consumers on the free market will be compensated for electricity prices above BGN 200, Dobrev confirmed.
According to Stoynev, the decision is necessary in order not to block aid to schools, kindergartens, social institutions, and municipalities.
