Parliament eased the procedures for the construction of small photovoltaic plants and rooftop solar systems for personal use. No building permit will be required for systems of up to 20 kW. The relaxed rules will be enacted by revisions to the Spatial Planning Act that the MPs adopted Wednesday.

The chief architect of the municipality and the local electricity distribution company must be notified of the construction of rooftop solar systems.

An earlier text required of the solar system owner to reach an agreement with the power distribution company but that was voted down.

Furthermore, the revisions relax the procedure for building solar systems of up to 1 MW outside settlements. No elaboration and approval of a detailed spatial plan will be required for solar systems on existing buildings outside urban areas.

The amendments also extend the deadline for the adoption of municipal spatial development plans by two years.
