Prosecutor General Challenges Denial of Additional Subsidy to Judicial System

Sofia, April 15 (BTA) - Prosecutor General Sotir Tsatsarov
petitioned the Constitutional Court on Wednesday against a
provision in the 2015 National Budget Act which says that in
case of a revenue shortfall in the judicial system budget, the
deficit will not be offset by an additional subsidy from the
central executive budget.

Tsatsarov argued that a national budget law which does not
guarantee funding for constitutionally established institutions
is unconstitutional. The refusal of an additional subsidy in
case of a revenue shortfall can endanger the independence and
budgetary autonomy of the judicial system, he warned.

The Prosecutor General recalled that such a subsidy was provided
for in the national budget schemes in 2010, 2011, 2012 and
2013.
