site.btaCabinet Adopts Report on Implementation of 2022 Action Plan with Measures Resulting from Bulgaria's EU Membership
A decision of the Council of Ministers adopted a report on the implementation of the 2022 Action Plan with the measures resulting from Bulgaria's EU membership as of December 31, 2022.
Out of 213 measures in the 2022 Plan, 139 have been implemented.
The percentage of measures not implemented on time is 34.7%, down from 36.3% at the end of 2021. The outstanding measures are carried over to the 2023 Plan with a deadline for implementation of January 31, 2023.
The Council of Ministers sent 16 bills that are included in the Plan and not implemented within the set deadlines to the 48th National Assembly for priority consideration.
Of the outstanding measures, 41 are related to infringement procedures launched under Article 258 of the Treaty on the Functioning of the European Union. By implementing these measures, Bulgaria will remedy the infringements of EU law identified by the European Commission in 36 infringement procedures.
Annex 2 to the report lists 15 unimplemented EU directives in the internal market area with a deadline for implementation by the end of November 2022, which will be included in the forthcoming Single Market Scoreboard. The national deficit in the Scoreboard will be 1.8% (18 directives out of 1,018).
