"The caretaker cabinet is not an inferior team B in the governance of this country," caretaker Prime Minister Galab Donev said at the official ceremony on Tuesday where his cabinet took office.  "This is not a marketing whim that I have, but something required under the Constitution. I do not get dizzy from heights and will not resort to legal loopholes," he said.
