When we talk about energy efficiency, we are not talking about renovation, but about serious repairs of the building stock, because energy efficiency of buildings must be improved by 60%, which cannot be achieved with insulation alone, MEP Tsvetelina Penkova said Sunday during the annual meeting of Bulgarian municipalities, taking place in Albena, on the Black Sea coast.
