The problems facing municipalities in utilizing EU funds are co-financing, administrative capacity and the preparation of technical projects, Deputy Chairman of the National Association of Municipalities in the Republic of Bulgaria (NAMRB) and Mayor of Kardzhali Hasan Azis said during the Annual Meeting of Bulgarian Municipalities, held in the resort of Albena, on the Black Sea coast.
