site.btaCabinet Adopts Three Documents on Border Management
The government adopted the National Plan of the Republic of Bulgaria for 2022 for capacity development, border management, and return of illegally staying third-country nationals.
The document was prepared in implementation of Regulation (EU) 2019/1896 on the European Border and Coast Guard. It is based on scenarios derived through risk analysis that reflect possible developments in the external border situation and in the area of irregular migration, as well as the challenges identified in the Multiannual Strategic Policy for European Integrated Border Management.
Recognising the importance of the European integrated border approach for the management of the migration process, the objective is to address the challenges of migration and possible future threats, including tackling cross-border crime and ensuring the internal security of the Union through effective management of external borders.
The Plan shall also include actions addressing the policy for recruitment and training of border guards and return specialists, the acquisition and maintenance of equipment necessary for research and development activities, and the relevant conditions and sources of funding.
The document was adopted on September 8 at a regular meeting of the National Council on Migration, Borders, Asylum and Integration. Its implementation will have no impact on the state budget.
The government also adopted the 2022 Plan for the implementation of the objectives of the National Strategy for Integrated Border Management of Bulgaria 2020-2025.
The prepared document was adopted on September 8 this year at a regular meeting of the Council, in accordance with the reporting mechanism set out in the Strategy.
The Council has a permanent strategic group on integrated border management which is responsible for the implementation of the strategic priorities in the field of border management, including through the preparation of action plans and reports on their implementation.
Cabinet also adopted a progress report on the implementation of strategic objectives for 2021, set out in the Strategy.
The document presents Bulgaria's efforts in implementing the latest Schengen legislation and is necessary in the context of the upcoming visit of experts from the member states under the coordination of the European Commission. It reflects the activities carried out to protect the integrity of national borders, respect the rights of border crossers, build and maintain border facilities, effective inter-institutional and international cooperation.
