Meeting here on Thursday, the parliamentary Budget and Finance Committee approved on first reading the proposed extension of the 2022 State Budget Act until the adoption of a regular budget for 2023. This is yet another committee that supports the proposal made by the caretaker government at the start of November.
Caretaker Finance Minister Rositsa Velkova said that the 2023 budget should be tabled by a regular government and that the caretaker cabinet’s proposal ensures the payments on all existing policies.
Assen Vassilev of Continue the Change said that by not tabling a state budget for 2023, the caretaker government is violating the Public Finances Act.
Kiril Ananiev of GERB-UDF said that preparing a budget requires a three-year budget forecast.
Lyubomir Datsov of the Fiscal Council supported the caretaker government’s proposal. In his words, this year’s budget deficit will hardly exceed 1.5%. The Fiscal Council advises a stricter fiscal discipline.
According to Finance Ministry data, the deficit under the Consolidated Fiscal Programme is expected to be just BGN 20 million at end-October.
