Meeting here on Monday, the Council of Ministers decided to propose that Parliament approve a bill extending the effect of provisions of the 2022 State Budget Act, the 2022 State Public Social Insurance Budget Act, and the 2022 National Health Insurance Fund Budget Act until the adoption of the corresponding budget acts for 2023. Legislative requirements for the elaboration of the budget framework make it impossible for the caretaker government to commit to the tabling in the National Assembly of the said three budget bills for 2023 with a mid-term budget forecast for the 2023-2025 period, the Government Information Service said.
The caretaker cabinet has elaborated estimates for the 2023 budget framework for various scenarios but considers these inappropriate for tabling in the current political situation. "The reasonable logic is that the main budget bills for 2023 not be tabled in Parliament in the present reality, leaving this undoubtedly most important matter to be solved by a regular government," the press release reads.
To ensure there is funding for social aid and other payments, the amounts of which are determined in the budget acts for the year, the caretaker government proposes a document to be prepared on the application of the special acts regulating specific public relations, until the adoption of the 2023 budget acts. That would help achieve legal security and guarantee the rights and legal interests of citizens, the press release reads.
