site.btaParliament Adopts Bill on Import of Russian Crude Oil on First Reading
Parliament adopted on first reading a draft law on the control of the application of the derogation for the purchase, import or transfer of seaborne crude oil and petroleum products originating in or exported from Russia.
The bill, tabled by the Movement for Rights and Freedoms, was supported by 146 MPs, 44 were opposed and 4 abstained. It was opposed by the Bulgarian Socialist Party and Vazrazhdane.
The bill was drafted in light of the derogation granted to the Republic of Bulgaria from Council Regulation (EU) concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine.
The draft law proposes a ban on the export of crude oil and petroleum products which are subject to the derogation. In addition, it provides for a value added tax and excise duty regime to ensure that the contributions due are paid into the budget in the short term and to allow compensation for high fuel prices to be financed.
